What Is a Fire Damage Scope of Loss?

A scope of loss is a comprehensive written document that describes everything damaged in a fire event and everything required to restore the property to pre-loss condition. It itemizes structural damage, smoke cleaning requirements, contents damage, and all associated services — with quantities, methods, and costs specified for each line item. The scope of loss is the foundation of your insurance claim, the basis for the restoration contractor’s work authorization, and the document your adjuster uses to evaluate and settle the claim.

Understanding what a scope of loss is and how it gets developed protects your insurance claim. A poorly documented scope leaves money on the table. A scope that isn’t supported by thorough pre-restoration documentation gets challenged by adjusters. A scope developed by a certified restoration professional who understands both the technical requirements and the insurance documentation standard is what produces a complete, defensible claim.

What Goes Into a Fire Damage Scope

A complete fire damage scope of loss covers several distinct categories.

Structural damage — everything physically damaged by fire, heat, or firefighting water. This includes: charred and burned structural framing and materials requiring removal and replacement, fire-damaged walls, ceilings, and floors, heat-damaged materials in proximity to the fire area, roof damage, window and door damage from heat and pressure, and structural elements requiring evaluation for load-carrying adequacy.

Smoke damage cleaning — the cleaning scope for every surface in every room with smoke exposure. This is itemized by room, by surface type, and by the cleaning method required for the specific residue type present. Ceilings, walls, floor surfaces, cabinetry interiors, built-in elements — all surfaces with smoke contact are included with calculated square footage and appropriate cleaning methodology.

HVAC system cleaning — documented as a separate line item covering the specific HVAC components that require cleaning or replacement: duct runs, air handler components, registers, and filters.

Odor remediation — the odor treatment scope including the methods to be used (thermal fogging, hydroxyl generation, ozone treatment, encapsulants), the areas to be treated, and where applicable, insulation replacement in heavily smoke-affected attic or wall cavities.

Water damage from firefighting — water extraction, structural drying, and any materials replacement required from firefighting water contact. This is sometimes documented as a separate scope within the overall fire claim.

Contents — an inventory of damaged personal property with condition assessment for each item, restoration versus replacement determination, and cost documentation for both restoration services and replacement values.

Additional services — board-up, tarping, temporary power if needed, debris removal, dumpster costs, and any other services required by the event.

How the Scope Gets Developed

A scope of loss isn’t an estimate produced from a walk-through and a clipboard. A thorough scope is developed from a full assessment using documentation tools — thermal imaging, moisture meters, photographs, residue type identification — that capture conditions before anything is changed.

The assessment starts at the perimeter of the fire area and works outward. The fire area documents the structural damage — what burned, what the condition of remaining structure is, what needs to come out and what can stay with cleaning or minor repair. Working outward from the fire area, the smoke migration pattern is documented: where soot deposited, how heavily, what residue type, and what cleaning methodology is required for each surface type and residue type combination.

A common thing seen in the industry is scopes developed from visual assessment alone, without thermal imaging or residue type identification. Visual assessment misses moisture behind intact surfaces. It also misidentifies residue type, which leads to incorrect cleaning methodology specified in the scope — which leads to cleaning work that doesn’t produce the right result, which leads to callbacks and change orders. A properly developed scope specifies the correct methodology for each residue type from the beginning.

Thermal imaging during the assessment phase reveals moisture in wall cavities and ceilings that aren’t visible from the surface — the water damage component from firefighting. That moisture needs to be in the scope from the beginning, not discovered during construction when walls are opened.

The Xactimate System

Most insurance carriers and restoration contractors use Xactimate — the industry-standard estimating software for property damage restoration — to develop and communicate scope of loss documents. Xactimate produces line-item estimates using unit costs from a continuously updated database that reflects regional pricing.

Adjusters use Xactimate. Restoration contractors use Xactimate. Using the same system means the scope and the adjuster’s estimate are in the same format and language, which simplifies the claim review and settlement process.

What I’ve seen happen is restoration contractors who don’t use Xactimate producing estimates in their own formats that adjusters can’t directly compare to their own estimates — creating friction in the claim review process and often resulting in delayed or reduced settlements. Xactimate documentation that matches the adjuster’s own methodology makes the claim review straightforward.

Supplements — When the Scope Changes

Fire damage claims almost always include supplements — additional scope items discovered during the restoration process that weren’t apparent during the initial assessment. Hidden damage found when walls are opened, additional moisture migration identified as drying proceeds, additional contents damage identified during the pack-out and restoration process — all of these generate supplements to the original scope.

Supplements are a normal part of fire damage claims and aren’t a sign of a poorly developed initial scope. What supplements require is documentation — the same quality of documentation that supports the initial scope. A supplement claiming that additional drywall needs replacement needs to document why — moisture readings, photographs of conditions found when the wall was opened, explanation of why the original assessment didn’t reveal this.

What can happen is adjusters who are skeptical of supplements when they’re not well-documented, pushing back on additional scope items that were genuinely required but weren’t supported by documentation. Thorough documentation throughout the project — not just at the beginning — protects supplements the same way it protects the initial scope.

The Adjuster’s Scope vs. the Contractor’s Scope

The adjuster produces their own scope estimate based on their assessment of the property. The restoration contractor produces their own. These two scopes are compared, and differences become the subject of negotiation.

This comparison is normal and expected. Adjusters and contractors frequently arrive at different scope figures, particularly on complex fire damage claims. The resolution process involves reviewing documentation, discussing specific line items, and sometimes having a third-party review for disputed items.

What protects the homeowner in this process is having a contractor whose scope is thoroughly documented and supported by technical data — thermal imaging, residue type assessment, IICRC-compliant methodology — rather than judgment calls without supporting evidence. You are not obligated to accept the adjuster’s scope as final. You have the right to have your contractor’s documented scope considered in the claim settlement. A contractor who has developed the scope from comprehensive documentation and can support every line item with technical evidence is a significant advantage in that process.
